July 23, 2020 – The soldier assigned to 24-hour protection of Richard Halliday failed to report for duty. He did not show up. Eyewitnesses later revealed that Richard Halliday was seen being forcibly removed from his room in uniform, against his will. Despite this, the required mandatory notification to his family regarding his disappearance was never made. Richard Halliday disappears from Fort Bliss, and Army leadership does nothing for over a month. When social media starts reporting virally on his case, Army leadership immediately pushes the AWOL narrative without conducting a real investigation.
August 28, 2020 – Fort Bliss officials admitted that they had failed to notify the Halliday family that Richard was missing for over 30 days. However, they told the family that they could not take any action unless the family provided leads.
September 26, 2020 – Some of Richard’s missing personal items were later discovered in the possession of another soldier in his unit, along with a woman connected to the Mexican trafficking cartel. This woman also has ties to the mother of Richard’s platoon leader, further linking the crime to a network of corruption, but LTG Bernabe ignored them and the breach in security.
October 2020 – Palestinian FBI agent Nidal Baem was caught on CCTV footage confirming that Richard's remains were found by the FBI in Juárez, Mexico, and that it was a secret. Nidal Baem is the father-in-law of LTC Bradford Bugado, who is in Richard Halliday's command, in G3. Additionally, LTG Bernabe lied to the Halliday family about the identity of Nidal Baem, calling him a nobody. Army CID and the FBI received reports about cartel-tied trafficking at Fort Bliss, but LTG Bernabe ignored them.
November 9, 2020 – The Halliday family reported leaks in their son's case at the first ‘Task Force Find Richard Halliday’ meeting. Despite the participation of over 15 agencies, including international organizations, all military personnel, including Army generals, attended in civilian clothing, and no official operational order was issued, suggesting that the initiative was more of a façade than a legitimate effort—revealing it to be a sham. The total estimated cost of this charade was in the tens of thousands of dollars.
November 20, 2020 – BORSTAR had a positive hit on human remains at a site on Fort Bliss. LTG Bernabe denied this information to the Halliday family after calling them in for a meeting and blocked further searches.
December 2020 – LTG Bernabe deployed teams during the Christmas holiday to search a mock Afghanistan training village on Fort Bliss for Richard Halliday's remains without notifying the Halliday family.
January 14, 2021 – LTG Bernabe ordered an investigation into Richard’s unit but failed to address CID/FBI corruption.
May 2021 – Army leadership met privately with the Halliday family, falsely claiming “there is no evidence of foul play,” despite internal reports stating otherwise.
January 2022 – LTG Bernabe received a whistleblower complaint from Judge Roger Rodriguez regarding leaks made by Fort Bliss CID Agent Tavita Nuusa to family members, including convicted criminal Leilani Hart and her son, Dallas Wayne Hart, who was Richard's platoon leader. LTG Bernabe failed to notify Richard Halliday’s family about this report, which was subsequently whitewashed and did not progress in Richard Halliday's case file to the Cold Case Homicide Unit (CCU) CID Agent Todd Howell.
October 2022 – LTG Bernabe transitioned to Fort Hood/Cavazos, leaving Fort Bliss’s corruption and security breaches unresolved.
January 2023 – Full-scale retaliation and weaponization began against both Judge Roger Rodriguez and the Gold Star family of Richard Halliday.
April 24, 2024 – The Department of Defense confirmed that Richard Halliday was murdered at Fort Bliss. Despite this tragic revelation, LTG Bernabe never sent condolences to Richard Halliday's Gold Star Family.

January 25, 2025: The DOD Confirms What LTG Sean Bernabe Tried to Cover Up – Richard Halliday Was Murdered “In the Line of Duty”
On January 25, 2025, 5 days after President Trump takes office, the Department of Defense officially confirmed that Fort Bliss whistleblower soldier Richard Halliday was murdered “in the line of duty.” This confirmation establishes that Richard Halliday was killed as a direct result of his official military duties, meaning his death was service-connected and involved retaliation for exposing criminal activity at Fort Bliss. This revelation exposes years of lies, obstruction, and deception by Fort Bliss leadership—especially LTG Sean C. Bernabe.
For years, LTG Bernabe ignored critical evidence, refused to investigate cartel-tied criminal trafficking at Fort Bliss, dismissed the Halliday family’s demands for truth, and lied to them repeatedly. Now, the DOD’s acknowledgment proves that Richard was a whistleblower silenced by those in power.

What did Fort Bliss in El Paso Texas do to them and with them? These children are “mostly dead.” What did the treasonous evil U.S. generals do to them? Yes, those U.S. generals ordered, CODE RED, the murder of our son Richard Halliday, the Fort Bliss whistleblower Soldier who was reporting criminal trafficking.

This public outcry is largely due to our efforts—Team Find Richard Halliday—through years of active and ongoing investigations. We have filed hundreds of reports, notices, complaints, and inquiries. We filed an amicus brief in the SB4 case, and upon discovering the criminal actions of FitFam El Paso LLC, their arrogance in forfeiting their LLC to avoid the legal requirements of filing reports and paying taxes, we quietly and legally acquired their LLC and brand names. We have exposed the illegality of individuals impersonating the entire panel of judges in the El Paso criminal law magistrate court. This court handles around 90% of all criminal cases in El Paso County, including the arraignment of Patrick Crusius, the Walmart mass shooter, and the unlawful imprisonment of our son, Richard.
Additionally, we have exposed the illegality and unconstitutional qualifications of El Paso’s highly paid Chief Medical Examiner, Mario A. Rascon Ortiz, who has falsely reported causes and manners of death on official death certificates. These actions are criminal, yet he continues to hold his position, further eroding public trust in the system. We also revealed that Bill Hicks failed to swear he had not accepted a bribe, which is required by the Texas Constitution before being sworn in as the 34th Judicial District Attorney. When confronted with this violation, Hicks tampered with official government files to cover up the issue, thereby making his actions even more criminal and usurping the office. As a result, all his actions are void, and the criminal justice system is effectively non-operational.
Through our exposure of their crimes, we have deemed the actions of these impersonating judges and corrupt officials unconstitutional, illegal, and depriving El Paso County citizens of honest service. They owe restitution for their crimes. We have proven that U.S. Army generals are treasonous liars and deceivers through our investigation into Richard Halliday’s case. They have operated for their own domestic and foreign interests, serving enemies of the United States, and they pose a national security threat. Their continuous, deceitful crimes rise to the level of treason, deserving of the death penalty on numerous counts and occasions.

We are writing to alert you to the fact that the individuals currently presiding as judges in the El Paso Criminal Law Magistrate Court lack legal authority under the Texas Constitution. According to the Texas Constitution, all judges serving in a countywide jurisdiction court, such as the El Paso Criminal Law Magistrate Court, must be elected. The current judges were appointed and therefore lack the authority to preside, rendering their actions unlawful. Their appointments since 2015 by the Council of Judges were made without legal justification.
We have made multiple reports and are aware that multiple active investigations are ongoing. We request that your office conduct an immediate review, as we are confident that our claims will be validated. Consequently, we urge your office to cease accepting orders or documents filed by these individuals who are unlawfully acting as countywide magistrate court judges without having been elected.
If your office continues to accept documents or orders from these individuals, it would implicate your office in violating the due process and civil rights of all defendants who have appeared or will appear before these illegitimate judges. This situation is particularly concerning, as it affects cases such as that of our son, Richard Halliday, the confirmed murdered Fort Bliss whistleblower. Prior to his death, Richard was unlawfully targeted by this court. Furthermore, the judge in his case had no legitimate authority in this court to issue orders, as none of the judges were ever elected, as required by the Texas Constitution.
Furthermore, we wish to emphasize that the District Clerk’s Office had no authority to accept the bond order and arraignment in our son’s case.
The actions taken by these unelected judges are not only invalid but also undermine the integrity of the judicial process.
Additionally, It is also widely known that Patrick Crusius, the defendant in the Walmart mass shooting case who is facing the death penalty, was also brought and processed before this court, before an unelected judge.

The evidence is a recorded conversation in which Hicks reportedly makes a crisis call to the Secretary of State, seeking to target individuals attempting to uncover his illegal actions. He wanted to block access to open records which reveal that he was not properly sworn in and install as district attorney. He tampered with official records. This call, the family claims, is a clear example of “official oppression,” a legal term for the abuse of power.
